Course Description:

The 32-Hour Suspended Scaffolding Supervisor Course, also known as the 32-Hour Suspended Rigging Foreman Course, is designed for individuals who intend to oversee suspended scaffold projects. It is ideal for experienced workers, safety managers, and superintendents who need to familiarize themselves with the regulations and responsibilities involved in scaffold supervision. Throughout the course, participants will study the NYC Construction Codes and OSHA regulations regarding the supervision of suspended scaffolds.

Key topics include understanding scaffold standards, reading scaffold design drawings, properly training workers on potential hazards, assessing the competency of rigging crews, and effectively handling emergency situations. This course equips experienced professionals with the necessary skills to safely manage suspended scaffold projects.

Audience:

Experienced workers with at least one year of practical experience in hoisting and rigging and whose roles require supervision of suspended scaffold projects. This training is also beneficial for safety managers, superintendents, and individuals planning to apply for the New York City Master or Special Rigger’s license.

Learning Outcomes:
 

Upon completing this course, students will be able to:

• Identify different types of suspended scaffold systems and their key components

• Discuss common hazards associated with suspended scaffolds, supported by statistical and historical data

• Outline the key differences between OSHA and NYC DOB scaffold regulations and their sources

• Demonstrate the practical skills needed to properly install and maintain fall protection systems used on suspended scaffolds

• Develop a scaffold inspection checklist based on provided guidelines

• Apply various techniques for using ropes, knots, and hitches in scaffold work

• Assemble a block and tackle system for a light-duty fiber rope scaffold

• Construct a wire rope termination for hoisting on suspended scaffolds

Methods of Instruction:

A combination of lectures, PowerPoint presentations, open discussions, and testing will be used throughout the course.

Prerequisites:

There are no prerequisites needed to attend this course, however, it is recommended that students have some experience in rigging operations and supervision of or use of suspended scaffold systems. As per § RCNY 104-20, for an individual to be designated as a rigging foreman by a licensed special or master rigger they must meet certain qualifications (link to NYC DOB website) including an ability to read and write in English. To participate in the training, students must only be able to verbally communicate with the instructor in the primary language of the training.

Successful Completion:

In order to receive a certificate/card for the course, students must:

​

• Be able to clearly communicate with the instructor and complete all paperwork in the language the course is delivered. No personal interpreters permitted. 

• Complete all required paperwork: registration, evaluation, attendance, etc.

• Attend all required hours of the course. Any make up sessions must be completed within six months from the course start date.

• Participate during class activities and reviews.

• Complete tests with a passing grade of 70%.

 

Training Requirements: 32 Hour Suspended Scaffold Supervisor Course

The New York City Department of Buildings (DOB) requires this training for individuals supervising suspended scaffold projects at construction sites throughout the city. Under the 2022 NYC DOB Building Codes, this course is one of two mandatory courses for those applying for a NYC DOB Special Rigger license. As specified by section 28-404.3.2 of the NYC Administrative Code, applicants must complete both this training and the 16-Hour Special Rigger Training Course within one year prior to submitting their application. The courses can be taken in any order.

 

Attendance Policy: 

Students are required to complete 100% of the course and actively participate in all learning activities. Make-up time is not permitted for this training course.
